"As an insulator of 20 years and themographer, I have come across UFFI many times.  I have found that just inserting a dense pack tube in the cavity and blowing in dense pack cellulose.  No need to remove the material."

"I would either damp spray cellulose or install the interior drywall and then blow it.  Problem is that you are doing it blind but if well documented before drywall, it should still be able to be done properly."
