Despite the title, there seems to be NO mention of specific heat pump water heaters in the body of the blog.

Heat pump water heaters utilize electricity, primarily to drive a refrigerant compressor. This blog oddly suggests that heat pump water heaters are powered by fuels other than electricity... "diverse power sources"
