The number 5 on the list must be about using an electric tankless water heater rather than reducing our hot water consumption. They are very energy efficient based on my experience in using this electric water heater. This is a better way to meet Obama's energy-saving challenge than to sacrifice our hot water usage.

Limit installed capacity of HVAC systems, especially in new construction. Put in smaller systems and make the builder fix the house to resolve comfort complaints.
