What needs to be done to get builders to follow Code for duct and envelope leakage?

“If your new home was not built properly to Code, you might pay $50,000 over the life of your home in extra energy bills. You may have health and structural problems caused by hidden hidden problems and improper inspections by Code officials.  At no cost to you, let us have your home checked to see if you are one of 1000s in Texas (name your State) where Codes are ignored.”
