"If there's not roofing installed yet, I would add rigid foam to the top of the roof deck, add tall fascia boards to match, install the roofing, and then dense-pack the rafter bays with no venting. "

I'm adding onto my personal residence and since the house is within five feet of the property line, I'm being required to install 5/8" drywall as a "firewall" on the exterior of my house over the sheathing. I have also removed all the siding that was already present on the same side and am adding 1" of foam board for the additional R5 insulation value and air sealing.
