What an ugly picture!

Hey,  I'm still struggling with my crawl space stemwall efflorescence.  Did you take the guy, Rich Cowperthwaite's  PG&E crawl space class? His suggestions to me:  French Drain, Structural Engineer, Reduce Landscape Irrig. & replace turf with native plants,  Get rid of old crawl FAU & replace/w sealed combustion unit, Seal all crawl space vents & weather strip access -All good but I was hoping for something cheaper.

Suggestions?
