This drops flue temp and will keep the heat in the building.   bottom side will keep both hot water heater and boiler  to venting CO and other things out the flue into home.   It's heat that will keep flues gases going up.  I would not put heat exchange  on flue!    I use 2 wall pipe to keep the heat in.  If  not, you will see drips of acid rotting the flue and boiler.  This will cut in half the life the boiler
