Name that insulation

This is a new form of insulation I've not seen before, clinging under the attic rafters of a 1902 home in Berkeley, Calif. Can you name the bird or other critter that's developed this unique form of insulation? The white lines are plaster "keys" poking through the lathe between the ceiling joists.
