Yes, that is condensation on the fiberglass batts, both those installed correctly, and those incorrectly. This was a brand new home. The contractor sprayed the crawlspace perimeter with closed cell polyurethane foam, put fiberglass in the floor (some right, some wrong), installed a leaking duct system, left crawlspace vents open, and.....did not install a vapour barrier over the soil.
