So is the answer to this problem is ???? maybe vent whole house fan(WHF) to the outside??? or build a box that is above the insulation so the WHF can force hot air out from the attic.

That is one solution but one the home owner would not cosnider. In this case I referred them to a ventilation expert since there obviously is not enough ventilation to handle the capacity of the fan. I also gave them warnings/instruction on the how the operate properly.
