Ok, so while odd, is there anything inherently wrong with this, aside from maybe suggesting less tape?

If I'd encountered this, I probably would have chuckled and left it alone. After all, someone else just posted photos of a dead squirrel in one.

You need to ask yourself -- which is going to be worse:

1. An occasional bird in the basement...

2.  The smell of cooked starling....and roasting feathers in the heaters firebox, once down the stack they are probably trapped....

3.  Does it meet the installation instructions for the heater? If not then it isn't likely to be code compliant...

A better long solution would be a coarse grate or better cap above the roof.
