Sorry Barbara I didn't get a chance to read all of it, but the first few main points they made ring true for almost everything - It Depends. With that if there is a radon issue it doesn't really matter what the penalty is as their health is more important than the .25 cents or whatever a day. In many cases this can help keep the basement dry but generally not because of pulling air from the house but rather because they are exhausting what would be coming up from the slab/ground normally. If one is able to pull air from the house using that system then they really need to fix some slab & crack issues. Should such a system be used to help just decrease moisture loads - 99.999 the answer would be no as there are much better ways to do that, so unless they have a radon issue I wouldn't switch a passive system to active
