Well folks, besides the new "Home Scoring Tool" they quietly released the new "voluntary" guidelines for Public Comment. http://www1.eere.energy.gov/wip/retrofit_guidelines.html

This was my original article on it http://blog.sls-construction.com/2010/new-national-residential-retr... & I hate to say it - it is even worse than even I could imagine. I encourage you to seriously look into it & leave a public comment before you find another poorly written "voluntary" program is no longer so voluntary

The EPA’s Healthy Indoor Environment Protocols for Home Energy Upgrades: The stated goals & 22 page draft are open for public comment until December 9th by using the appropriate Comment Form to indoorair@epa.gov or by fax to (202) 566-1741 (Attn: Docket ID No. EPA-HQ-OAR-2010-0712)

DOE’s website for the Public Comments & a link to their documents - comments accepted until January 7th.

As an FYI - 3 items that jumped out at me while reviewing the documents above:
•Pre-work and post-work verification/test-out – not listed as safety but energy efficiency?
•Boiler & other gas appliance maintenance – not listed under safety or health only comfort & energy efficient?
•(Retrofit only) While I agree that Unvented space heaters should not be used, they are listed for full removal on all properties, under the WAP program replacement of HVAC systems is not a given due to spending caps

My overall impressions: USGBC, the EPA, DOE & VP Biden – what a week (which also reminds everyone that wants to see changes made to the USGBC rating systems for Homes - that their Public Comment period is running now
