In California the prevalent and rebate or incentive sanctioned model to perform a whole house performance upgrade usually requires places holder of the General B Contractor's license as the program manager. The GC or HPC works with the building owner and rebate agency to review or present the building assessment results and makes recommendations on the scope of work. The GC/HPC then performs or subs out the agreed upon work, including the final test-out and consequent HERS Ratings, if necessary or as requested.

I suggest that the home or building energy auditor is most often in as good or even better position to take on the PM role over the sub-contractors in that the certified energy auditor is:

  1. Driven by results that are based upon numbers, meaning quality assurance is guaranteed;
  2. Able to schedule work with less "touches" to disturb the owner;
  3. Able to set and sell the vision for a whole house upgrade from a first-hand, building science POV;
  4. Best to make the case for a whole house approach rather than compromise on piecemeal fixes;
  5. A disinterested 3rd party specialist with their eye on the final vision that will hold the subs up to the highest standard within the terms of their sub-contract agreement;
  6. Make the case for the many non-energy benefits;
  7. Able to stay up to date and involved with all financing options available;
  8. The one with the tools at their disposal to measure in-process work;
  9. Maintains the big picture to manage a project from a distance
