In California the prevalent and rebate or incentive sanctioned model to perform a whole house performance upgrade usually requires places holder of the General B Contractor's license as the program manager. The GC or HPC works with the building owner and rebate agency to review or present the building assessment results and makes recommendations on the scope of work. The GC/HPC then performs or subs out the agreed upon work, including the final test-out and consequent HERS Ratings, if necessary or as requested.
I suggest that the home or building energy auditor is most often in as good or even better position to take on the PM role over the sub-contractors in that the certified energy auditor is:
