"I clean air ducts and would like to expand into duct testing. What is a common fee to test for air duct leakage with a duct blaster and then what is a common charge to seal them?"

In all seriousness, knowing what I charge, or someone else charges isn't really going to help someone. We have a common term for that in the construction industry which is the "going out of business rate". One needs to sit down & really think about all the time involved, all of their overhead (including calibration, marketing), etc... how many they will realistically do and come up with a price. With that said, anyone that has realistically crunched the numbers for a stand-alone test is going to be around the $200 mark. Now if this is just an add on service - a while we are there, you are probably around a $100. (my page with rates: http://alagbs.com/duct-testing-alabama)

As for sealing them - good luck because it all varies on what the issue is & what it will take to get to them.

I am going to keep comments to myself on the cleaning part, but said individual will also need to address proper training & licensing

The following ranges are for points of reference:

Standard fee for duct testing: $100 to $150.

Standard fee for duct sealing: $50 to $70 per man-hour. Jobs vary greatly, but a good start is the $300 to $600 range.

Not only look at sealing, but also balancing/improving/redesigning as needed. Many homes have hot/cold rooms and homeowners would love to get them fixed so they can use those rooms again. Keep in mind it's typically the lowest bidder that initially did the initial duct install, so few are done correctly.
