So what is final verdict on all this? I'm located in NY, my BA and Envelope is due this June. I need to get re-certified  and what to do with the 26 CEU's that I got?

The new certs don't fully go live until after yours expire, so if your job requires BPI certs that are fully active then you have issues

Now if you are not working with a program that requires BPI certification (or involved in the WX program) then the question gets a little tougher and is completly up to you - personally I am going to let mine expire

I'm with the Home Performance program here in NY and was required to have both BA and Envelope to get accredited. So it looks like I will need to get my original BA and Envelope re-certified.

My .02 - you might want to check with the program on getting a temporary waiver - just because the cert expires doesn't mean you no longer have the knowledge & as the saying goes - it doesn't hurt to ask / the worse they can say is no

The new certifications are all voluntary and will not be required certifications so i suggest you renew your current BA & EP for 3 years.  Some time in the future, they may become required, but until then the existing certifications should be adequate.  Additional costs will be required for the Auditor certification at some point in the future.  I don't think BPI has most of the details worked out yet on how they will provide the written & field exams for these 4 new certifications.
