Sorry, but since you asked - my first thought after reading the bill was thank goodness this doesn't have a snowballs chance...

Would you mind telling me what your thoughts are about it please? I am evidently new to the industry and could surely use some background on the political issues.

For me, it really has nothing to do with politics. Lets back up just a bit first to how this bill started which was HomeStar - HomeStar while flawed was for all intensive purposes pretty good

Unfortunatly when they rebranded it (25e or whatever they want to call it) - instead of just tweaking the portions that needed some help, they stripped most of the good parts (which was why so many supported it in the first place) & turned the rest into a morass of shady math and other items that stink of back room deals which will not serve the customer or any of us in the long term. As the saying goes, the devil is in the details

 

Would you have said the same about the 179D commercial deduction back in the day? Plenty of points of comparison (granted, not all of them positive).

RESNET is pushing har5d for both adoption this and other legislation.

"RESNET's legislative priority for 2011 includes the following tax incentive provisions for residential energy efficiency:

  • Extension of $2,000 energy efficient home credit for three years
  • Creation of a $5,000 credit for builders who builds homes with a 50 HERS Index score or better
  • Extension and modification of the homeowner tax credit for energy saving products
  • Creation of a performance based tax credit to homeowners who improve the HERS Index of their homes"

Tax incentives, PACE funding and State energy upgrade rebates have been proven to increase employment in the construction sector in California.  These programs are in response to the state's 2020 program that mandates reductions of greenhouse gas emissions to the 1990 level by 2020.  A significant amount of the funds for these programs and "green jobs training" came from the Economic Stimulus funds.  Unfortunately, most states didn't even apply for millions of dollars of funds from that program. It is up to us, who are committed to energy efficiency, to make our state and federal politicians to make and enforce policies that help our industry and our planet.  I have worked within these programs and they are making it possible for many contractors to keep alive during this great recession.  IMHO For a member of our profession not to support these initiatives is either naive or outright masochistic.

No worries, everyone is entitled to an opinion but I do have to ask - Have you read the actual legislation & not just some clif notes version? WellI I have and I based my comments above on that - it is a bad bill that will do more harm than good.
