Stump the Chump: What's Wrong with this Picture?

New England one story home partial crawl space. Interior RH 40% at 70 F. Crawl is one wing off a 6000 sq ft home.

The crawl space is 5 feet above an adjoining full basement. The walls are concrete and had been previously painted with a product like drylok. The entire basement area is conditioned and does contain a whole house dehumidification system.
