1.  Energy Efficiency a winner in Obama’s Budget Proposal

1. Obama’s Budget Proposal – Released Monday, President Obama’s budget proposal emphasizes the Administration’s commitment to energy efficiency and the role it will play in building a clean energy economy. Citing efficiency as often the lowest cost option for reducing energy use, the Administration’s budget has significantly increased funding levels for promoting and implementing efficiency in buildings, vehicles, and industrial energy use while calling for an end to 12 tax breaks for oil, gas, and coal. This shift away from providing fossil fuel subsidies will raise an estimated $46 billion over the next 10 years to help fund clean energy and efficiency programs. Energy efficiency highlights from the president’s budget profiles include:

 

  •  The Better Building Initiative – would work to make commercial buildings 20 percent more energy efficient over the next decade by catalyzing private sector investments through a series of incentives to upgrade offices, stores, schools and other municipal buildings, universities, hospitals, and other commercial and institutional buildings.
  • Home STAR – would build on investments made through the American Recovery and Reinvestment Act (the stimulus) and would encourage American families to make energy savings upgrades in their homes through a series of tax incentives and rebates totaling $6 billion.
  • Energy Star – The EPA program would receive an additional $3 million (to $56 million) to enhance compliance and verification of Energy Star products and to strengthen residential and commercial building programs.
  • PowerSaver loan guarantee pilot – the Federal Housing Administration (FHA) at Housing and Urban Development (HUD) would initiate the PowerSaver loan guarantee pilot program, offering homeowners up to $25,000 to make energy efficiency improvements of their choice including insulation, duct sealing, doors and windows, HVAC systems, water heaters, solar panels, and geothermal systems.

In light of the president’s commitment to reducing overall federal spending, increases in federal funding for energy efficiency and the inclusion of HOME STAR in Mr. Obama’s budget proposal highlight the significant role that energy efficiency — and the jobs it provides — will play in creating a clean energy economy.
