At the RESNET conference earlier this month, Sam Rashkin talked to a room full of attendees about the new 'Concept Home' available in the ENERGY STAR Homes program. Essentially, it's Version 3.5, with Version 4.0 possibly being released in 2016. By then, all homes qualifying under ENERGY STAR will be 'Net-Zero Ready'.

Not having Sam's email, myself, I can offer an address that does seem to get pretty good response. I have emailed several times, and have gotten a response within 24 hours each time. I hope this helps!
