Help Me Program Open Source Energy Software
Austin, TX will be hosting a 48 hr "Code-a-thon"April 14-15, 2012. The goal is to jumpstart development for non-profits.
I have started two projects:
1) Rewriting NEAT as an open source framework that can be used as the basis for open source energy auditing and modeling tools.
2) Improving on the open source Open Energy Monitorto include web reporting functionality, among other things.

Perhaps good news for you, NEAT is actually currently being rebuilt as a web application. This was announced at the National Weatherization Training Conference last December.
Another possible useful resource for you is that the Home Energy Saver methodology is now available via APIs (application programming interfaces) that enable third-party software developers to develop new interfaces without having to reinvent the underlying analytics (but they can augment them), saving a lot of time and money in the process.
