I recently did work on a house that had this whitish foamy pebble like stuff for insulation in the attic. The house was balloon framed so it was also in the walls.  I have never seen it before and am wondering if there are any nasty chemicals associated with it. I also wonder if there are any health risks from handling it. I can't find a lot online about it. Any information would be helpful.

A fuller description would be helpful. The adjectives "foamy" and "pebble like" seem to be contradictory. A photo or two would also be most helpful.
