Free market advocates generally oppose government encouragement of energy efficiency, saying it should not be advantaged in any way, that consumers will buy it if it's so good. Those folks are quite strong right now.

Permalink Reply by Ed Minch on April 27, 2011 at 10:28am The Stimulus money goes from 4/1/09 to 3/31/12, so lack of funds is not the issue. The problem is hinted at in the above message - CAPs have had to ramp up. The problem is that various states have had problems maintaining quality through this ramp-up, and DOE is coming down very hard as they do their auditing. I know that there have been issues in MD, PA, DE and NJ, and I have heard in VA. A lot of it has to do with record keeping by the CAPS, and funding allocation by the states, so what you are experiencing might be local, but also might be much more.
