Does anyone know why weatherization has stopped in SC?

  I am a weatherization contractor in South Carolina. The agency that we are contracted through stopped giving us houses on February 11, 2011. They said that they were gonna be audited. Now its April. They had us sign a new contract but wont return any calls or emails. Today I spoke to someone in the Governor's office. He said it sounds like the program has been funded yet. Does anyone have any ideas, clues or suggestions?

This blog gives some clues, perhaps.  Note that federal stimulus money was instrumental and is nearly, if not, history.

Free market advocates generally oppose government encouragement of energy efficiency, saying it should not be advantaged in any way, that consumers will buy it if it's so good.  Those folks are quite strong right now.

Interesting, do you know if they stopped the entire program or just your agency stopped contracting work?
Stimulus funds (via ARRA) given to the Weatherization program meant that every state had to ramp up production. CAP agencies had to double and triple the amount of homes to be weatherized. Funds end as of spring 2012 and many agencies are now having to downsize crews.

The Stimulus money goes from 4/1/09 to 3/31/12, so lack of funds is not the issue.  The problem is hinted at in the above message - CAPs have had to ramp up.  The problem is that various states have had problems maintaining quality through this ramp-up, and DOE is coming down very hard as they do their auditing.  I know that there have been issues in MD, PA, DE and NJ, and I have heard in VA.  A lot of it has to do with record keeping by the CAPS, and funding allocation by the states, so what you are experiencing might be local, but also might be much more.
